Senegal Launches Comprehensive Transformation of Quranic Schools

Senegal
\nwitnessed, on Tuesday, March 31, 2026, the organization of the National Day of
\nQuranic Schools, under the patronage of President Bassirou Diomaye Faye, and in
\nthe presence of members of the government, parliament, the diplomatic corps, as
\nwell as religious leaders, Quran teachers, and learners from various
\nbackgrounds.<\/o:p><\/span><\/p>\n

This
\nevent marks the culmination of a national initiative launched in November 2024,
\naimed at strengthening the status of Quranic schools within the Senegalese
\neducation system and enabling the state to support this vital sector, which
\nplays a central religious and cultural role in society.<\/o:p><\/span><\/p>\n

Strengthening Quranic Schools<\/o:p><\/span><\/b><\/p>\n

Over the
\ncourse of a full year, specialized committees, under the supervision of the
\nMinistry of Education, worked on preparing reference documents, methodological
\nguidelines, and a roadmap, alongside organizing broad consultations involving
\nall relevant stakeholders: Quran teachers, dara owners, religious leaders,
\nlocal authorities, inspectors, and parents of learners.<\/o:p><\/span><\/p>\n

These
\nconsultations covered all 557 municipalities, with the participation of more
\nthan 28,000 individuals, addressing key issues including governance, funding,
\nlearning environments, curricula, training, integration, and teacher
\nrecruitment.<\/o:p><\/span><\/p>\n

Consultations and National Sessions<\/o:p><\/span><\/b><\/p>\n

The
\noutcomes of these consultations were compiled into regional and district
\nreports, which were then analyzed by the Scientific Support Committee and
\nformulated into a comprehensive national report.<\/o:p><\/span><\/p>\n

On March
\n29 and 30, national sessions were held at the King Fahd Palace Hotel in Dakar,
\nwith the participation of around 400 attendees, in the presence of the Prime
\nMinister, the Minister of National Education, and several prominent figures.<\/o:p><\/span><\/p>\n

Discussions
\nfocused on repositioning the \u201cdara\u201d at the heart of the national education
\nproject, in line with aspirations to build a sovereign Senegal based on social
\njustice and well-being, and rooted in its authentic religious and cultural
\nvalues. A comprehensive national report on the future of Quranic schools was
\nsubsequently approved.<\/o:p><\/span><\/p>\n

Recommendations and Legal Framework<\/o:p><\/span><\/b><\/p>\n

The
\nrecommendations emphasized the need to establish a modern legal framework that
\nformally recognizes Quranic schools and simplifies their management procedures,
\nwhile preserving their historical and educational specificity and ensuring a
\nbalance between their religious and cultural identity and modern educational
\nquality standards.<\/o:p><\/span><\/p>\n

Proposals
\nalso included convening a presidential council to present the outcomes of the
\nconsultations, organizing a ministerial council to examine the implementation
\nof the action plan, and establishing a national committee to oversee the
\ndevelopment of Quranic schools and their gradual integration into the formal
\neducation system.<\/o:p><\/span><\/p>\n

President\u2019s Remarks and Recognition<\/o:p><\/span><\/b><\/p>\n

In his
\naddress following the receipt of the official report, President Bassirou
\nDiomaye Faye praised Quranic school teachers, describing them as \u201cbuilders of
\nknowledge and values\u201d for their role in instilling principles of faith,
\ndiscipline, respect, and humility.<\/o:p><\/span><\/p>\n

The
\nPresident affirmed that the modernization of Quranic schools is part of a
\ncomprehensive national vision aimed at achieving a balance between religious
\nand modern education, contributing to the preparation of a generation capable
\nof active integration into society and participation in its development on
\nsolid scientific and value-based foundations, while strengthening the role of
\nthese institutions within the educational system.<\/o:p><\/span><\/p>\n

The
\nceremony concluded with the honoring of several contributors to the support and
\ndevelopment of \u201cdara\u201d institutions, in recognition of their efforts in
\nadvancing Quranic education and enhancing its role in Senegalese society.<\/o:p><\/span><\/p>\n
