Malaysia: Proposal
to Establish National Qur’an Memorisation Council to Enhance Religious
Education and Balanced Development

A proposal to establish a
National Qur’an Memorisation Council, agreed upon last Friday during the “Anak
Bangsa” Education Conference 2026, is expected to be presented to the Malaysian
Cabinet at its meeting scheduled for next Wednesday for consideration and
approval
.

Malaysian Deputy Prime Minister
Datuk Seri Dr. Ahmad Zahid Hamidi said the initiative aims to strengthen the
status of Qur’an memorisation education within the national education system,
contributing to balanced human development that integrates knowledge with moral
values
.

Zahid stressed that this
direction “should not be regarded as a secondary pathway, but must be given a
more prominent position within the national education system
.”

He made the remarks during the
opening of the conference held at the World Trade Centre in Kuala Lumpur, where
he emphasised the country’s goal of producing Qur’an memorizers who are not
only proficient in memorisation, but also excel in various professional fields,
including engineering, medicine, technology, entrepreneurship, and leadership
.

The conference brought together
more than 5,000 participants, including academics, professionals, and students,
and was held in conjunction with the 80th anniversary of the establishment of
UMNO, one of the components of the ruling coalition in Malaysia
.

Dr. Ahmad Zahid, who is also the
President of UMNO, further highlighted the importance of developing Qur’an
memorisation education into a structured national priority, going beyond
existing programmes such as the Qur’an memorisation preschool initiative, the
Ulul Albab programme at MARA Junior Science College (MRSM), and various
technical and vocational education and training (TVET) programmes linked to
Qur’anic memorisation
.

He also called for stronger
coordination between public and private higher education institutions and for
integrating Qur’an memorisation education into a clear and comprehensive
ecosystem, ensuring broader academic and career pathways for graduates
.
