In the name of Allah, the Most Gracious, the Most Merciful,
All praise is due to Allah, and peace and blessings be upon the Messenger of Allah, his family, companions, and those who follow him.
With the grace of Allah Almighty, the emergency meeting of the Board of Trustees of the World Union of Muslim Scholars in its fifth session was held in Doha on Wednesday, the 3rd of Rabi' Al-Thani 1445 AH, corresponding to October 18, 2023. The meeting was chaired by the President of the Union, His Eminence Dr. Habib Saleh Saqaf Al-Jifri, and attended by his deputies, the Secretary-General, his assistants, and the members. During the meeting, the council discussed the Zionist aggression on Gaza Al-Azza, and after deliberation, the council reached the following conclusions:
1. The Union considers the bombing of the Al-Mu'tamadi Hospital by the Zionist entity to be a war crime and a crime against humanity. The international community is urged to hold the perpetrators accountable under international law.
2. The Union affirms that normalization with the Zionist occupation in all its forms and manifestations is religiously prohibited and a betrayal of the Palestinian cause and the Muslim nation. Islamic countries with ties to the Zionist entity are urged to sever their political, economic, and cultural relations with this entity.
3. The Union emphasizes the necessity of boycotting Israel comprehensively, economically, politically, and socially, and boycotting all types of commercial companies that have declared their financial or moral support for the occupying entity in its aggression against Palestine.
4. The Union affirms the sanctity of recruitment in the occupation army or participation in its war. Similarly, it is prohibited for Muslim conscripts in the armies of countries participating in this war to do so.
5. The Union calls for the obligation to support Jihad in Palestine and to move from words, speeches, and statements to actions that only governments can take, such as military, economic, and political measures, each according to its position and resources. Resistance against the occupiers is a legitimate religious duty and a national necessity.
6. The Union calls on countries sharing borders with Palestine to stand in practical solidarity with their brethren in Palestine, and urges the relevant authorities to open their borders to support our people in Palestine.
7. The World Union of Muslim Scholars commends governments that have stood with the Palestinian people in their ordeal and condemned the crimes of the occupation. It also commends countries that have officially demanded the cessation of these crimes committed against civilians.
8. The Union calls on international and human rights organizations to demand the lifting of the siege on Gaza by sending land and sea convoys to the region.
9. The Union calls for the continuation of all possible peaceful demonstrations and sit-ins within the Islamic and global communities to support our people in Palestine.
10. The Union calls on the rulers of Muslim countries and human rights organizations to prosecute governments that participated in this blatant aggression against civilians before the International Court of Justice.
11. The Union calls on individuals and human rights organizations to sue governments that participated in this blatant aggression against civilians in their respective courts, with the hope that the judiciary in those countries will fulfill its responsibility in protecting human rights guaranteed by the constitution and the law, preventing violations by the executive authorities, and urges Muslims in those countries to contribute to these issues with their funds and legal expertise.
12. The Union affirms that Islam requires the humane treatment of prisoners, as stated in the Quran (And they give food in spite of love for it to the needy, the orphan, and the captive) (Al-Insan: 8). The brothers in the resistance have adhered to this, as evident in the media, while the occupier has committed atrocities in Palestine, targeting not only humans but also children, women, hospitals, and places of worship, as witnessed in the current racist aggression.
13. The Union calls on its nation to supplicate to Allah Almighty through prayer, humility, and dedicating Friday sermons to support our people in Palestine, and to establish the absentee funeral prayer for the martyrs after Friday prayers in mosques worldwide.
May Allah grant success, and all praise is due to Allah, the Lord of the worlds.
